SPECIAL ANNOUNCEMENT REGARDING HB 117/SB 920


FAB Professionals' aggressive stance and lobbying efforts against HB 117/SB 920 resulted in a VETO by Governor Charlie Crist!

During the 2007 legislative session, FAB Professionals lobbied aggressively against HB 117/SB 920 -- a bill that would have dramatically increased educational requirements, created 3 additional licenses, and introduced an ill-defined internship program and potential fee increases. The industry did not support the measure, FAB members raised their voice in opposition, and the lobbying team went to work on what was to be an uphill battle. After passing through both the house and senate, FAB’s efforts were rewarded on MAY 24th when Governor Crist VETOED the bill!

Restructures and Creates New Licenses

Cosmetology License – 1800 hour requirement
Esthetician License – 600 hours and state board exam
Nail Technician License – 350 hours and state board exam
Hair Technician License – New license – 1000 hours and state board (no skin, nails, waxing or shaving)
Body Wrapping Registration– 40 hour course and registration
Hair Wrapping and Hair Braiding Registration – same hours but requires classroom instruction

Introduces a “cosmetology intern” and “internship sponsor”
Cosmetology Intern is currently defined as “optional” for an 1800 hour student
Cosmetology Internship Sponsor is defined as a salon that pays a fee and registers with the Board of Cosmetology for the purpose of sponsoring, monitoring and training a student intern

New Laws for Graduating Students – All License Areas
Graduates can only work under direct supervision of a licensee without a license for a maximum of 60 days during which time they must take the exam or stop working
Graduates that fail the exam the first time are permitted to work a maximum of 60 more days during which time they must take and pass the exam. 
A Graduate can not continue to work after failing the exam two times, and can not work without a license for any reason longer than 120 days under the conditions stated above

Reciprocity from Other States and Countries
Allows the Board to adopt a rule to allow work time in another state or country to qualify to meet the licensure requirements of this state

Fees
Provides a $60,149 one time appropriation from the Trust Fund for DBPR licensing updates
Fees for licensing, renewal, and re-examination did not change – the language relating to how the Board sets those fees DID change
